Abstract

Digital transformation has created new opportunities for innovation in Indonesian language teaching and learning while also requiring the integration of linguistic, cultural, and digital competencies into BIPA learning-material design. This study proposes an integrated design framework for culture-based Indonesian language learning materials in digital environments, focusing on linguistic, intercultural, and digital competence among intermediate BIPA learners. The study adopts an Educational Design Research (EDR) approach and uses a structured literature review and thematic synthesis to identify relevant theoretical principles and design requirements. Drawing on intercultural communicative competence, digital competence, the Cognitive Theory of Multimedia Learning, and the integration of technology, pedagogy, and content, the study proposes the Integrated Culture-Digital BIPA Materials Design Framework (ICD-BIPA). The framework connects learning needs, learning outcomes, language and culture, digital learning activities, assessment, and literacy outcomes. It provides a theoretical foundation for future material development, expert review, pilot testing, and empirical  evaluation,  while  supporting  the  broader implementation of SDG 4 in digital education.
