Abstract

The skincare industry in Indonesia has experienced
significant growth in line with increasing public awareness
of skin health, technological developments, and the rapid
expansion of digital marketing. On the one hand, this
development provides benefits through the availability of
various innovative products that support skin care and
health. On the other hand, increasingly intense business
competition has generated various problems, including the
circulation of products without marketing authorization,
the use of hazardous ingredients, misleading product
claims, and marketing practices that disregard consumer
rights.
This article aims to analyze the phenomenon of the skincare
industry in Indonesia from the perspectives of public health,
business interests, and consumer legal protection. The
research employs a normative juridical method using a
statutory approach and a conceptual approach through an
examination of various legal provisions governing
consumer protection and the supervision of cosmetic
products in Indonesia. The findings indicate that the
effectiveness of legal protection depends on synergy among
the government as regulator, business actors as producers
and distributors, and the public as consumers.
Strengthening regulations, improving supervision and law
enforcement, and enhancing consumer education are
essential factors in establishing a skincare industry that is
safe, responsible, sustainable, and oriented toward
protecting public health.
