PENILAIAN KUALITAS DATA RUTIN PROGRAM PENCEGAHAN DAN PENGENDALIAN DEMAM BERDARAH DENGUE DI DINAS KESEHATAN KOTA SURAKARTA

Berdasarkan laporan Pusdatin (Kementrian Kesehatan Republik Indonesia, 2013), disebutkan bahwa kualitas data kesehatan di Indonesia dapat dikatakan masih rendah. Sebagai masukan dalam proses pengambilan keputusan, data yang diolah menjadi informasi memegang peranan penting bagi pemimpin untuk mengambil keputusan sebagai dasar tindakan dimasa mendatang. Suatu keputusan yang dihasilkan dengan tidak berdasarkan pada penggunaan data yang tepat akan berakibat pada pengambilan keputusan yang cukup fatal dan tidak dapat dipergunakan untuk mencapai tujuan. Penelitian ini menilai kualitas data rutin Program Pencegahan dan Pengendalian Demam Berdarah Dengue di Dinas Kesehatan Kota Surakarta. Metode penelitian yang digunakan adalah operational research. Data yang dikumpulkan adalah data sekunder. Data sekunder diambil dari laporan data rutin program Program Pencegahan dan Pengendalian Demam Berdarah Dengue tahun 2016. Laporan data rutin akan diolah dan dianalisis dengan menggunakan metode Penilaian Mandiri Kualitas Data Rutin (PMKDR). Hasil penelitian menunjukkan kelengkapan laporan tiap bulan dan tiap Puskesmas 100% lengkap, ketepatan waktu melapor tiap bulan adalah 81,4% dan tiap Puskesmas adalah 72,6%, nilai akurasi data lebih dari 2SD (kurang baik), konsistensi internal kurang baik, dan angka konsistensi eksternal baik.

Abstract
Based on Pusdatin report (Ministry of Health Republic of Indonesia, 2013), it is stated that the quality of health data in Indonesia was still low. As input into decision-making process, data that were processed into information played an important role for leaders to make decisions as a basis for future action. A decision that was generated not based on the proper use of data will result in fatal decision making and can not be used to achieve the goal.  This research assesses the quality of routine data of Dengue Hemorrhagic Fever Prevention and Control Program in Surakarta Health Department. The research method used was operational research. Data collected were secondary data. Secondary data were taken from the routine data report of Dengue Hemorrhagic Fever Prevention and Control Program in 2016. Routine data report was processed and analyzed with Self-Assessment Method of Routine Data Quality (PMKDR). The results showed that the completeness of the monthly report and the report of each health center were 100% complete, the punctuality of monthly report was 81.4% and the report of each health center was 72.6%, the accuracy of data was more than 2SD (less good), the internal consistency was less good, and the external consistency was good.
