The Indonesian government needs the people for the legitimacy of&nbsp; administering the state, while the Indonesian people need the government for protection in state life. In principle, the reciprocal relationship is to achieve national goals and realize national goals. As a rule of law, all state activities must be based on law and have even become a legal necessity. The legal products of State of Indonesia are the 1945 Constitution of the Republic of Indonesia and the laws and regulations that were followed up on Law Number 12 0f 2011 concerning the Formation of Legislation. Law Number 15 of 2019 concerning Amendments to Law Number 12 0f 2011 concerning the Formation of Legislation, Law Number 13 0f 2022 concerning the Second Amendment to Law Number 12 0f 2011 concerning the Formation of Legislation. This research is a normative research, using a statute approach and a conceptual approach as well as analysis using a deductive method. Regarding the skimming case, the perpetrator can be charged with Article 363 paragraph (1) Number 4 of the Criminal Code, but it can also be charged with Article 46 of Law No. 11 of 2008 on information and Electronic Transactions. However, even though there are clear legal rules, skimming cases are still found in the field. The problem in this study is how the modus operandi of criminal acts skimming, how the Prevention of criminal acts skimming and how the legal protection of victims of criminal acts ATM burglary (Automatic Teller Machine) with card skimming techniques. The type of research used in this study is empirical juridical where data obtained from interviews in addition to data also obtained from literature studies. Data collection techniques were conducted by interviews at the research site where using accidental sampling techniques. After obtaining the data then the data is analyzed qualitatively. In this regard, the formulation of the problem raised in this study is an effort to tackle global human rights violations.<br>The type of data used in this research is secondary data. This secondary data collection method is done manually by reading various articles published in the mass media and some of the results of research that has been done concerning human rights issues. Then the data and information that has been collected is categorized and analyzed descriptively.<br>Based on the results of the research, it was found that the ways to deal with cases of human rights violations were as follows: 1.) Upholding the rule of law and democracy, 2.) Improving the quality of public services for the community so as to reduce the risk of human rights violations in Indonesia, 3.) Increasing supervision from the community and institutions political institutions for every effort to uphold human rights carried out by the government, 4.) Increasingly disseminating human rights principles and values ​​to society through formal or informal educational institutions, 5.) This is as the rules issued in Government Regulation Number 53 of 2023 amending Government Regulation Number 32 of 2018 concerning Procedures for Resignation in the Nomination of Members of the House of Representatives (DPR), Members of the Regional House of Representatives, President and Vice President, Request for Permission for the Nomination of President and Vice President, and Leave for the Implementation of the General Election Campaign. This is problematic because the non-resignation of these state officials will affect the neutrality of the elections in 2024, this is because these state officials are feared to take advantage of their status and position to win votes in the upcoming Presidential Election. As has been described above related to official cars used to transport billboards of candidate pairs and interventions against ASNs on duty in their respective regions or agencies. Human rights include the right to a healthy life and work, the right to get health services, and special attention, everyone has the right to a healthy life. sufficient for the health and well-being of himself and his family. As a result of violations of human rights (HAM) in the field of health services, it can cause losses to people who really need the fulfillment of adequate health services, so that law enforcement efforts are needed against perpetrators of violations in health services for the community. This is intended to provide guarantee protection for the community related to violations of the right to health. In the health sector, acts of human rights violations can involve heads of health service facilities or health workers who carry out practices or work in health care facilities that are contrary to the health law.
